The following motion passed at the November 15, 2008 National Council meeting of the Communist Party USA:



The specific issues and forms of struggle will vary in different places as the economic crisis deepens and spreads. Every club and district should work to build grassroots movements as the struggles unfold, and to build the Communist Party as an essential part of the working-class movement.

The PWW and other Party communications methods should be used to analyze, educate and organize, as a primary media to exchange ideas and experiences in defending the working class in this crisis.

The National Board should discuss how the Party’s involvement in economic struggles can be strengthened and coordinated on an ongoing basis.
