WHEREAS
existing trade pacts based on the neoliberal “Washington Consensus” model, such as the North America Free Trade Agreement (NAFTA), the Central America and Dominican Republic Free Trade Agreement, the U.S. Colombia Free Trade agreement, have enriched the transnational corporations which have promoted them while exacerbating unemployment in the United States and devastating the living standards of workers and farmers in the poorer countries, and
WHEREAS
the corporations, major factions in the United States Congress as well as the federal administration are now promoting new agreements of this kind on a huge scale, including the Transpacific Partnership and the proposed U.S. – European Union “free” trade agreement, and
WHEREAS
the negotiations for these agreement are being carried out secretly and undemocratically with major corporations having a privileged role in developing them, while workers, farmers and other important sectors of society are kept in the dark, and
WHEREAS
the administration has asked for “fast track” authority to finalize these agreements,
NOW THEREFORE BE IT RESOLVED
that the 30th National Convention of the Communist Party USA denounces the impact both at home and abroad of this type of “free trade” pact, and
BE IT FURTHER RESOLVED
that the 30th National Convention opposes secret negotiations and fast track authority for negotiation of such agreement, and calls for all such negotiations to be carried out in the light of public scrutiny giving labor, environmental, consumer and other people’s organizations the right to participate and comment fully in such negotiations, and
BE IT FURTHER RESOLVED
that the 30th National Convention calls for a movement away from such agreements and toward international trade relations that protect workers, small farmers, indigenous people and the natural environment, and
FINALLY, BE IT RESOLVED
that party districts, clubs and members actively strive to implement this resolution.
