Political Action Commission report presented by Joelle Fishman to the CPUSA National Committee meeting of July 11, 2026.

Good morning comrades! Much appreciation for Joe Sims’s report, The People’s Front and the Return of the Socialist Moment, and his urgent call to action — that these next weeks are all about defeating MAGA control of Congress so we can have the ability to move forward to meet people’s needs.

We have 115 days until the November 3 general election.

A net gain of three seats will flip the House and a net gain of four seats will flip the Senate out of MAGA control.

We have 115 days to organize a massive voter turnout so big it can overcome all the neo-fascist attempts to steal this election and shut down democratic rights.

Joe quoted Dimitrov on the importance of organization to carry out the political decisions we make. Dimitrov famously developed the concept that unity is foremost in the fight against fascism.


Today we are launching our CPUSA Solidarity Summer/Fall 115-day campaign

MAGA’s cruel life and death corporate policies have left hundreds of millions without SNAP, or health coverage, or basic necessities, and more thousands deported or in danger. We stand with Houston, heartbroken. Lorenzo Saldago Araujo presente. ICE must be dismantled.

The working class is being robbed of $2.3 trillion seized for tax cuts to the richest few and $1.5 trillion seized for war to profit the military-prison-industrial complex.

So this election has become a Workers over Billionaires moment in communities across the country. Capitalism is being exposed. Socialists and working class champions are winning many primaries and opening big new possibilities for what can be legislated in Congress.

These victories were won because of hundreds of thousands of conversations at the doors involving thousands of volunteers. We heard that from Iowa, Colorado, New Jersey, New York, Arizona, Maine and of course Philadelphia. And in Maine the movement to defeat Susan Collins is organizing to choose its new candidate.

People are looking for transformative politics based on their needs and dreams, not corporate dark money and AIPAC. They want to be heard and they want to be part of making systemic change.

Our longtime slogan, “People, Peace and Planet Before Profits,” is the message of the day. People want to hear from Communists. If Trump is so anti-Communist, well then it must be something good!

The multiracial working class is under assault by MAGA’s vicious white-supremacist civil rights counterrevolution. The heart of it all is to destroy voting rights and end Black representation in the South and eliminate progressive voices.

To steal the election and consolidate their power, MAGA forces are using all means, including redistricting, seizing ballots, restrictive rules, and use of the National Guard.

The urgency of now for all democratic-minded forces is clear. Put our collective shoulder to the wheel and deliver massive voter turnouts in every district across the country, as part of building lasting local coalitions for solidarity, dignity, and respect.

Our remarkable election conference, Repel Fascism and Build for the Future, shared ideas and experiences of building collective working class resistance at the local level. It has helped us be ready to move and inspired new Communist candidates. Appreciation to all who worked so hard to make it possible!

The 115-day CPUSA Solidarity Summer/Fall project is based on the conference discussions submitted by districts and clubs.

The project is flexible, because it will be carried out in different ways in each district or club depending on the conditions, balance of forces, and resources. But the project is unifying because it is an umbrella that places all the work we are doing into one common agenda for the elections and beyond. There is something for everyone to do.

It is spelled out on page two of your Vote Out MAGA Resources booklet.

Briefly, the elements include:

  1. Concentration. Prioritize a critical local or national race and a working-class community to register and get out the vote, develop relationships and build the foundations for our own candidates.
  2. Labor 2026 Participate with the local labor movement. AFL-CIO unions are organizing an unprecedented 15 million members to talk with their co-workers about what this election means for them, and 50,000 election protectors. If you are not a union member, you can participate by signing up with Working America.
  3. Freedom Summer/Fall. Our Party signed on to this coalition. The next mobilization is July 17-19 with the John Lewis “Good Trouble” voting rights events across the country.
  4. Other national actions including May Day Strong trainings based on Minneapolis.
  5. Communist Party candidates Congratulations to those in the field this year and preparing for next year.
  6. People’s World as an organizing tool, submitting stories, distributions and sharing on social media.
  7. Goals to expand club membership Door-to-door and outreach work leads to new friends and builds relationships.
  8. A national, bilingual 2026 CPUSA platform connecting today’s struggle to achieving Socialism USA.

In conclusion: In these 115 days we know we have to be mindful of provocations and persecution from MAGA. The inspiration of meeting new people we talk with, and the collective experience of building worker power, are irreplaceable. Bea Lumpkin spoke of “Joy in the Struggle,” and we will surely emerge from this fight of our lives with joy if we do all in our power to fight together and win together as we build the next chapter.
